In Tales from the Sinestro Corps: Superboy Prime #1, SP finishes the job he started on the Teen Titans' Risk in Infinite Crisis -- ripping off Risk's remaining arm at the shoulder.

Risk was never much of a threat, but now he's truly 'armless.
